UPDATE ~ Army report faults 27 in Abu Ghraib abuses

A US Army report released Wednesday found that 27 people in an intelligence unit at Abu Ghraib prison had either requested or permitted abuses of Iraqi detainees. The report, known as the Fay report, ultimately blamed several factors for the abuses, including misconduct, lack of discipline and lack of leadership. It did not conclude that the abuses were the result of a military policy, but were limited to specific soldiers and their commanders. Military officials also indicated that the top military intelligence official, Col. Thomas Pappas, could be referred for possible charges. A live press conference announcing the report is continuing.
