Executive Order: Interpretation of the Geneva Conventions Common Article 3 as Applied to a Program of Detention and Interrogation Operated by the Central Intelligence Agency , President George W. Bush, July 20, 2007 [prohibiting cruel and inhuman treatment during the interrogation of detained terror suspects and affirmed that the president has the right to "interpret the meaning and application" of international standards for prisoner treatment under the Geneva Convention].
